I think (not sure) that qui is used when the pronoun is the subject, i.e. when there is a verb right after the pronoun (or after m')

La voiture qui est sur le parking est à vendre
Le livre qui m'a plu le plus est celui-ci

La voiture que j'ai achetée est garée sur le parking
